DBF needs to work without an internet connection, or when behind a proxy

I've had trouble running the DBF 1.0 release, and trunk, when behind a HTTP
proxy. I don't want it to connect to the internet at all.
It took a bit of debugging, as the error handling was bad I had to make debug
builds of xalan, xerces and resolver.
I found that it could all be fixed by changing xml-catalog.xml.
See attached patch that applies to revision 590660
