I don't think they "use" velocity-tools at all. I think it's up to the user to determine the versions to use, which may be why they don't require the on-the-fly Map support. Using a different macro library should be all that is necessary to switch between their current implementation and a Map-based one. In case anyone is interested, I have posted to struts-user asking about the potential for a Map-based implementation.
