The Creating Tools page does already explain how to configure tool properties:

Item #2 above and various TODO  placeholders still exist, thus this issue 
remains unresolved.

Users needing help are welcome to peruse the docs, the javadoc (yes, there's 
actual info there), the examples, the mailing list archives and even the code 
for more info.  If that's not sufficient or they are lazy and prefer to take up 
other people's time than learn things themselves, most everyone does get helped 
on the user list.

Anyone unhappy with this situation can contact me (or another developers) with 
offers to compensate me for time spent doing work for them, use other libraries 
or write their own software.   Generalized, foul-mouthed.complaints and insults 
are a waste of everyone's time.
