I’ve changed the scheme so that notifications now go to the dev@velocity list.

The notification scheme just changed affects several Jira projects including:-

Anakia, DocBook Framework, Dvsl, Texen, Velocity, Velocity Sandbox and
last but not least Velocity Tools.
