Claude Brisson resolved VELOCITY-451.

Resolution: Fixed
Resolved by commit 1752784: the BOM marker always takes precedence over the
specified input encoding, which acts as a default.
This default cannot be specified for each resource loader, but a custom
resource loader could allow such a configuration.
