I guess to more directly speak to the idea...yes, I could envision a dedicated 
SpringResourceLoader and SpringResourceLoaderEx where one of them was strictly 
Spring and the other allowed joint use of the File loader from original 
Velocity by "failing" over to the Spring one. That's probably more along the 
lines of your suggestion.

But in terms of actually implementing it, that's a bigger change/risk and just 
more complex overall I think.

I really don't think the extra logic I added is needed, it would be best to 
just say the original was broken for the cases it was trying to solve for and 
just fix it without the extra flag guarding the fix.
