Usually, the vote thread of the RC1 would be formally closed by adding the prefix [CANCELLED] to the email. Then a new [VOTE] thread is opened for RC2 and everyone starts voting again. If the changes are trivial, a project could add that votes from RC1 are carried over in the new Vote thread and name the votes that are carried over (It must be all or nothing).
