Daniel--I'm going to let Christian chime in here as well to augment this response.
Typically you need to be logged in to a project to see the link to the mailing lists for that project. This will normally occur in the left navigation menu. We went through some "philosophisizing" in the redesign process of replacing the default left nav items completely or leaving them as they were with augmentation.
But frankly, I didn't keep up with what happened in the last few days with this. A random viewing just a few minutes ago showed many projects had the Miling Lists link whereas others did not.
