Yes, we need to keep it in mind, but I think that it is possible to create rich website for all people - we can optimize the site a lot - optimized graphics, CSS instead of pictures etc...? Look at mozilla.com, apple.com but also at microsoft.com and others...
I agree with you, also in Czech republic not everyone has broadband, but I think that when we want to speak to office users, we need nice and rich design - this is my opinion ;-).
