The top hierarchy on the main page should primarily serve to help achieving this goal. In the end, intermingeled contents (for users and developers) in my eyes is rather contraproductive and leeds to reduced usability of the wiki. The main goal of the wiki as I understand it - should be to serve the project and not the ooo end user. Certainly in the end, the project serves the end user. But the project's requirements are rather different from the end user's requirements. Therefore, any wiki content which is valuable for the end user should be "outsourced" to a better place. This could of course be a second wiki. But at least the two should be clearly separated as long as they stay in the same wiki. Hope you understand the point I want to make.
