The forums are hosted in the data center at the Sun offices in Hamburg Germany. The hardware infrastructure is managed by the IT guys at Sun. The software - all admin, from managing/moderating the forum postings, to software updates, upgrades, changes etc is done by the OOo Forum community volunteers (there is a small core team of admins who have root access on the server, and a larger volunteer group who have moderator rights on the forums). You can contact the community admin team via the forum "Site Feedback" at http://user.services.openoffice.org/en/forum/index.php (there is also an email address that can be used for contacting, but the Feedback sub-forum is probably the best.
