The wiki is a mess in IE6 (I don't have IE7 at the moment) - there are lots of extra layout bugs to complement the text being hidden under the header. However, the main CSS file is fine. If I save a wiki page in Firefox and then re-open it in IE6, the page displays fine, without the layout bugs of the online version. The difference between opening a page online and a saved copy is that the IE-specific stylesheets don't get saved alongside the local copy, which leads me to think that the IE-specific stylesheets are causing the problems - including pushing the header to the left (leaving whitespace), moving the content around, throwing the search box to the far left of the screen so that only a portion of it is visible, etc. My suggestion is to try removing the IE-specific stylesheets from OOoSkin (didn't we get rid of them or reduce them to a few classes?). This should fix IE7 as well.
