Thanks, Nino. I didn't realize that this would work, even if the user's
User page has not been created, but it does.
A user can disable this function by going to their options and removing
the check next to "Enable e-mail from other users". If they've done
this, the "E-mail this user" link in the Toolbox is not available. This
basically limits everyone including sysops from emailing the user... a
few users have done this... then the only option is to write something
on their User or User:Talk page and hope they discover it.
