Ooops, I didn't look that closely at the actual text in the <noinclude> :-) Your Template doesn't have any variables in it... so passing variables with the pipe won't have any effect. You can remove this part of the text in the <noinclude>. One other thing I spotted... this bit: [[Community Council|About this template]] is unnecessary. I removed it. It duplicated a link higher up in the box. If you want to include this Template on a Community Council Wiki page, you edit the page, and add: {{Community Council}} to the page.
