Ooops, I didn't look that closely at the actual text in the <noinclude> :-)

Your Template doesn't have any variables in it... so passing variables
with the pipe won't have any effect.  You can remove this part of the
text in the <noinclude>.

One other thing I spotted... this bit:
[[Community Council|About this template]]
is unnecessary. I removed it.  It duplicated a link higher up in the
box.  You do not need to link to the actual Template in a Template
(which I'm guessing was the intent of that link?)

You're not going to break anything with this Template.

Apply the changes? I'm not sure what you're asking.  If you want to
include this Template on a Community Council Wiki page, you edit the
page, and add:
{{Community Council}}
to the page.
