Everyone makes their own decisions, but many projects use Confluence for this purpose. There are draw.io and Gliffy integrations which can both be used to collaboratively edit design proposals. For example: https://cwiki.apache.org/confluence/display/FINERACT You already have: https://cwiki.apache.org/confluence/display/WEEX but the permissions are very restrictive.
