The script submit-account-request.rb looks for
/^notinavail:.*?:(.*?):(.*?):Signed CLA/
when providing suggestions for new accounts
The icla processing scripts should behave in a similar way when extracting info
from the file. The output JSON file should distinguish which entries have a
valid ICLA for both committers and non-committers. This will mean changes to
the file syntax.
