Summary: Code conflates PMC and LDAP committee membership

There are several places in the code where 'pmc' is used for the LDAP
committee. The two are not the same, and this causes problems when PMCs are
established or retired. It's also confusing when maintaining the code.
Now that the committee-info.txt file is properly parsed, that should be used
for code that deals with PMCs. A different name should be used for LDAP
committees that relate to PMCs.
