The asf-authorization file anyway needs to be updated to lockout users from
PMCs that use universal commit (Commons, Helix, Serf, Subversion, etc).
There is no need to also empty the LDAP group(s) as far as SVN is concerned.
I'm not sure how Git handles auth, but presumably there must be something
similar to allow for universal commit.
