The roster tool allows the user to manipulate two distinct items:
the committee-info.txt file which lists PMC members
LDAP permissions which controls access to resources
When a PMC member entry is double-clicked, there is an option to "Remove from
PMC". There also should be an option "Remove as Committer". This is for a
specific issue: where a PMC member's icla is lost, we need to block access to
commit, but leave the member on the PMC.
