I've added the code to the board resolution tool. This code will update
committee-info.txt, add and populate the relevant LDAP group (for committers)
and committee (for PMC) as well as add the inital PMC chair to pmc-chairs. All
before creating the 'victims' file used by the infrastructure team currently
(though I'm working to remove that).
Please feel free to reopen this issue if you feel that doesn't sufficiently
address the problem.
