Summary: Consider whether to parameterise SVN URLs

Whimsy currently makes assumptions about the location of certain files and
directories in the ASF repositories.
Firstly, it assumes certain files are in SVN and others are in Git.
Secondly, the locations within SVN/Git are generally localised to the file that
uses them.
Maybe we need to consider providing wrappers for each set of files based on the
function they provide. Or something similar.
