It might be useful to allow PMCs to update the list of moderators.
Who should have karma?
- chair
- existing moderators
- rest of PMC
- members
Should the moderation address be limited to ASF emails for private lists?
Note: this will require a change to the Infra sub/unsub processing script to
allow the request to apply to the mod list rather than the main subscriber list.
