We limit subscriptions for private lists to registered addresses associated
with roles.
What Shane said. Just to clarify:
Who can add/remove moderators?
Chair or existing moderators; not rest of PMC or Members
Who can moderators be?
Proposed moderators with registered addresses (visible in id.apache.org) that
are approved by chair or existing moderators
