The icla-info.json file contains all entries in iclas.txt (apart from ones
without uids - notinavail).
However not all entries have ICLAs.
There are some issues with this:
- there does not seem to be a list showing which uids have ICLAs filed
- the method ASF::Person.icla? is documented as "does this individual have an
ICLA on file?" however it actually returns truthy if iclas.txt contains the
person, regardless of ICLA status
It looks as though the attribute ASF::Person.icla.claRef will be non-nil if
there is an ICLA according to the iclas.txt file, so perhaps that could be used.
