Would there be any mileage in removing the ICLA forms from the website and directing users to Whimsy instead?
This could be used to explain that ICLAs alone are not sufficient to get a committer login, and ask them to get their desired (P)PMC to send them a link to complete the form. There will be the occasional need for an unsolicited ICLA, in which case Whimsy could email them a link to the process. This would validate the mail address. S.
