Looks like the issue is restricted to two published minutes. I haven't done
extensive research, but these might be the only ones:
[https://www.apache.org/foundation/records/minutes/2018/board_minutes_2018_04_18.txt]
April reports have an extra blank and crlf after the leading dashes
[https://www.apache.org/foundation/records/minutes/2018/board_minutes_2018_01_17.txt]
January reports are missing the crlf between the leading dashes and the podling
name.
If these two are the only outliers, we can simply edit the published minutes to
correct the formatting. Since no content is changed, there are no other issues
that I can think of.
