Summary: Workbench should support multi-file submissions

Sometimes ICLAs are sent as multiple scans of single pages.
The workbench should be able to file these.
Note: it's possible that such files could be accompanied by a detached GPG
signature, but that seems fairly unlikely - normally scans already include a
handwritten signature.
