To www/roster/views/ppmc.html.rb add an "Exit Incubation" button that uses a
dialog to handle all of the scenarios for Graduation and Retirement and once
confirmed will do the change to podlings.xml.
There will be a www/roster/views/ppmc/exit.js.rb file for this and likely a
www/roster/views/actions/ppmc_exit.json.rb (or ppmc.json.rb is updated)
Scenarios:
# Graduate to a TLP.
# Graduate to a TLP with a Name Change (done on Graduation Resolution too?)
# Graduate into another PMC.
# Retire without further development planned.
# Retire with future development elsewhere.
Questions should be asked in sequence ...
This should be a restricted operation.
