The assumed workflow in the UI currently is that you click "Add Minutes" to the
previous month's minutes in order to publish them. This UI was unknown to me
until recently. A nice improvement to the UI would be to include this publish
minutes action in the Adjournment page with the rest of the post-meeting
actions.
