I've updated public_ldap_projects.json to have an "officer" value for projects
that are officer committees, and verified that this only occurs for the
following projects: "diversity", "security", and "tac". I believe that this
should be sufficient for tools like newrepo to enable members of these
committees to create git repositories using a self-service interface.
