Summary: Centralise committee-info.txt roster update handling

At present updates to committee-info.txt are handled locally by
www/roster/views/actions/committee.json.rb
www/roster/views/actions/nonpmc.json.rb
The code should be moved into
lib/whimsy/asf/committee.rb
as was done for
www/board/agenda/views/actions/todos.json.rb
This should make it easier to test and maintain.
