[https://whimsy.apache.org/roster/group/asf-secretary] allows the secretarial
team to add or remove members. It would be helpful to do the same for
[https://whimsy.apache.org/roster/group/board;] at a minimum allowing the
secretarial team to make updates, but ideally also allowing current board
members to make changes too.
