The sign off script doesn't seem to be working:
https://whimsy.apache.org/incubator/signoff.cgi
It seems to have stoped working in June when the incubator report format change
to markdown.
I don't know ruby but this it may be this line:
signoffs = agenda.scan(/^Signed-off-by:\s+.*?\n\n/m).join
As the report now has that as a title, like so:
