In order to provide proper oversight by Members, non-unanimous votes should
allow the entry of individual Directors' votes. The public record should show
that the vote passed by majority vote but the private record should show
individual votes.
One way to do this is for the Secretary to record individual Directors' votes
as free-form text and for the agenda tool to save this text in the agenda. Once
the minutes are posted, the agenda will be saved in archived_agendas which
provides a permanent record for Members to review.
