If you edit a resolution but fail to add a subject, the tool will silently do
nothing when you (Submit) the updated resolution.
I'd like to see:
A default subject like "Edit <Establish xxx Project>" or
An error message "Please enter the subject" when (Submit) is pressed if there
is no subject.
The (Submit) button is inactive and when you hover, the message "Please enter
the subject" appears.
