When I click the "Use PDF data" button to parse ICLA data, sometimes this takes
several seconds or even up to a minute or so to complete. As there is no
indicator that a background task is running, there have been times in the past
where I've began manually filling out details from the form while the
background task was running which eventually completed and overwrite what I was
typing while I was typing. To improve on the UX, I'd like some sort of loading
indicator while that is going on.
