Summary: cclas.json.rb does not perform an atomic commit

Further to WHIMSY-335, a failure of an svn update caused the repo to be left in
an inconsistent state.
Whilst the commit failure this time was due to a bug, other conditions could
have caused the failure.
So the code ideally ought to make the changes as a single commit.
