Summary: Fix up migration handling

When migrating between servers, it is important to ensure that locally stored
data is properly synchronised. This currently means temporarily stopping
updates until the migration is complete.
The files agenda/routes.rb and workbench/server.rb currently include a hack to
handle migrations between servers. The checks need to be improved, e.g. to
allow local testing.
