Consider enhancing Whimsy to handle membership applications.
It could work a bit like the emeritus code, with a button provided on the
__self__ page if the person has been nominated.
The existing process could be used for the very rare case where a proposed
member does not have an availid/LDAP record (note: committer membership would
not be required).
