It looks like generate-dotqmail-availid.py only takes a few seconds to run, so
we could easily run this every minute or two. I don't see any obvious locking
in the script, so it would be best to avoid situations where it could be run
simultaneously. I don't know of any situations where it would take considerably
longer to run unless all 7k+ committers changed their forwarding addresses at
the same time.
