[~sebb] yes, flipping the ff box does re-enable the File button. So does
editing the name or public name field.
And I agree that the requested id should be captured "somewhere".
Thought experiment: if the icla is filed before an invitation and an id is
supplied, change "notinavail" to "notinavail-theidfromtheform".
How many tools would that break? I assume fewer than if we change the format of
the iclas.txt file to add another field.
And how would we give the subsequent account requestor theidfromtheform?
