I understand that there is a file that needs to be added in order for the
secretary workbench to process new member applications.
As sebb noted, this is documented as a Secretary task in the post-meeting runbook (although it's really far down there).

https://svn.apache.org/repos/private/foundation/Meetings/runbook.txt

---
### Create Member Application Data (Secretary)

* create Meetings/date/memapp-received.txt file with all elected members.
The script candidates.rb can be used to extract candidates from agenda.txt
The output will need to be adjusted if any candidates were not elected
* mark the first column as "no" unless you have seen the invitation
* Special treatment for new members without an availid:
put xxx into the availid spot for these new members
ask new members to file both ICLA and Member application
when Secretary files the ICLA, they will request new account via whimsy
when Infra creates the account, update memapp-received with the availid
note that a manual update to memapp-received may take 10 minutes
after commit to be visible in the secretary workbench tool
finally, Secretary will file the Member application
* a few days after the meeting, check that all invitations have been sent
* look in the members@ mail list and if sent, update memapp-received.txt
* if any invitations have not been sent, send a message to the nominator
  * if the nominator is unresponsive, send the invitation yourself
* update potential-member-watch-list.txt to remove nominated members
---

I've updated the memapp-received.txt file with the names of elected members (so scripts should work), but not with the invited/accepted data.
