Latest patch takes in work from Chad and Alex, and refactors it a bit.  Here 
are the highlights:

1. new type: ClusterActionHandlerFactory this creates instances of 
ClusterActionHandler by role name.  this is registered service loader.
   -- this gets rid of hacks otherwise needed to pass the current role being 
processed during ClusterActions

2. PuppetClusterActionHandlerFactory makes PuppetClusterActionHandler instances 
for roles prefixed by puppet: stripping the prefix.

This should be a good foundation to complete the rest of this jira.
