DryRun comes in handy when testing/developing new services, I'm using it to 
test a couple of handlers.
If DryRun is in the tests its not available outside of whirr-core unless:
- we build a test jar (seems a bit too much to add a dependency for a single 
class)
- we place DryRun in the main jar...
