Description: Now that jclouds will have working virtualbox support in
1.5.X we should try and run local itests and have local recipes so that
services can be experimented with without paying for mistakes. (was: As
discussed on the list the idea is to create a local cloud using vagrant and
openstack and allow whirr tests to run against it.)
