ideally the logic should not be a problem. Just use the Animator.js library to create the animations. As long as you document and write clear code this is not rocket science. I'd prefer JavaScript, as I don't have tools to work with flash, nor any experience, and I don't think it works well on the Apache site (there is no flash present on any of the sites IIRC).
