I think I found your problem :
your version is <version>1.3.0.0.1</version> but you only define
distribution management for snapshots
add
<repository>
<id>repo</id>
<name>Local Bamboo/Tomcat repository</name>
<url>file:/home/wicket/tomcat/webapps/maven/repository/</url>
</repository>
(snapshots and non-snapshots are mixed into the wicketstuff repository

In my case, every projects (wicketstuff-jquery, wicketstuff-misc) :
* inherit from wicketstuff-parent
* override if needed the wicket.version property
* are build with "mvn clean deploy -U"
