Ok, I guess there is nothing we can do at the moment (also if Martijn has tried before). What I have done so far is to add asf-cla (group containing people known to have CLA's on file) group to WICKET space with the same permissions as standard confluence-user but with additional CREATE-ATTACHMENT rights.
Then everyone who likes to upload attachments can file a CLA to Apache to get access.
