Unfortunately, the part you are objecting to is not a part of this ticket. It was done a long time ago on trunk. This ticket is only about making dependency management easier on the non-maven folks. If you'd rather see all three (now sort of four) modules re-combined, I think it'd be better to start a separate discussion.
