Actually I would like to get better TZ guessing.
This [1] thread starts this topic for me

Actual logic used in Wicket is:
1) get TZ offset this year Jan, 1
2) get TZ offset this year Jul, 1
guess according this to offsets

Currently in Russia we have absolutely "un-guessable" situation: we were in
GMT+7 (without DST) and since October we are in GMT+6 (without DST)

AjaxHelloBrowser gave me:
Chrome: GMT+6
FF: GMT+7

Situation described in original thread [1] is somehow similar: the rules
are close, but there is period of time when it doesn't match
I would like to implement ~98% accurate tz guesser to avoid such situations
